Recently, while working with a client, we were in the process of cleaning up the 2010 farm and performing a partial rebuild to a pre SP2 state for 2010 in order to get a good uat environment.
After installing RTM, we noticed that the Management Shell did not have all the parameters for then new-spPerformancePointServiceApplication, specifically the switches pertaining to Database targetization (if that is even a word) (e.g. -databasename and -databaseserver)
upgrading to sp1 resolved the issue.
This strange, interstellar, phenomenon also occurs when you fail to close and then re-open the management shell after creating the central admin and config database and then installing features.
